I think this song just tells the story of a tourist vacationing in Jamaica who runs afoul of some locals and is offered some ganja at his hotel.

I read that this is about what happened when one of The Moody Blues visited Jamaica and apparently every word of what happened is true. Graham Gouldman was friends with Justin Hayward AFAIK.
