"Anonymous" seems to have the same idea I have. It's about critics saying Rock and Roll is Noise Pollution. If you get the Dualdisc of the album, it even says something along the lines of "...and the closing F***-you to AC/DC's critics, 'Rock and Rock Ain't Noise Pollution."

The real meaning...
A bar had complained about ac/dc's music, and rhythm guitarist malcolm young came up with this song concept in retaliation, simply stating that noone can stop rock 'n roll, and that he would play it till he died.

it is about how rock'n roll isn't bad for your ears and how it is never going to die. It was written when a club didn't like ac/dc's rock
