This song is obviously a call for the US to sign the UN Kyoto Protocol that sets limits on emissions and acknowledges global warming as real in an attempt to reduce greenhouse gases. Of course, the US has not signed this because we are in love with our cars and the oil companies have Congress in their pocket. Greg Graffin, a Cornell alumnus, wrote this song which has the same name as a protest group at Cornell. This group's goal is, though protest, to eventually persuade the United States Government into eventually signing the Kyoto Protocol. Aside from the insane amount of obviousness contained within the title of the song itself, there is also evidence in the lyrics themselves to make it even easier to draw this conclusion. One of the first lyrics in the song is: "founded on petrochemical plunder, and we're its hostages." Graffin has already begun to speak about pollution. Later, he says, "We can't do nothing and think someone else will make it right," urging people to realize that they have to do something, because no one else will do it for them. He is urging people to do something about the problem. If you need further evidence that this song is about what I say it is, then look at the lyrics. Almost every single line reinforces it.
