   George Harrison wrote this in a state of anger, it has over-exaggerated references to the british tax system. George probably felt the same whay that most people did at that point in britain, so not only did he write the song because he disliked taxed, but it would appeal to the general public.

   This is obviously just protesting the 95% taxes England had in the 60's. "one for you nineteen for me". all the stuff about the "try to sit and i'll tax the seat", if it gets to cold, i'll tax the heat" and so on, is just an exageration of the taxation.

   this song id pretty much about how the Beatles and the general public hated paying taxes and how they thought tax collectors were jerks.
