He did not write this song in honour of woody guthrie's death because this song came before that. Bob wrote this song in 1962 and woody died in 1967. He wrote this song for woody because he was such a major influence in his music. Bob did not want to follow woody's exact footprints in music, so before he took his own path he wrote this song. Its very obvious in the last line that bob did not want to follow the same path.
