This song is about Vietnam and the nations mindset at the time. They wanted the war to be over, they wanted the rain (bombs, napalm, etc...) to stop. I guess it could also be taken as they wanted the tears to stop as well, as in the tears of parents or children who had lost a loved one in the war.
