The eagle flies with the dove is from "Love The One You're With", not "Chicago".

Crosby and Nash did go to Cicago because of the violence Mayor Daley incited against the 'hippie' protestors of the Democratic Convention. Stills did not travel with them and this song was written asking Stills to join them in Chicago to protest the situation.

The song also refers to the Chicago 7 trial, related to the protests at the 68 convention. The first line, "though your brother's bound and gagged" refers to Black Panther Party activist Bobby Seale, who was ordered bound and gagged by the judge during the trial.
