The song is obviously about a boy who doesn't like the country he lives in and see's all kinds of problems in it. He wonders if anyone else notices, since nothing is being done about it. (Hence the "DO They Even Know?" parts.) He wants to tell someone but he isn't brave enough so for now he's at a loss. Then before the part about Tommy, he says "But for now I'll start with something. And he talks about what happened to Tommy when the Government took out the track team in school. And He's letting them know that he and all the other kids his age want to be innocent but they can't because of all the garbage going on.
