I think this song is about Joseph Arthur telling his friend, that he can't find the love of his life, because it's really tragic if the "her" he can't find is a daughter or some other kind of girl.

It may also be that he can't find his wife, because she might hide from him, because he was violent, so she's protecting herself, and possibly a child or more.
It's a great song by Joseph Arthur no matter what it means.
