This could easily have two interpretations, one is more symbolic...
To me this song is about a priest concert in a similar way to Megadeth's "Rattlehead" or Metallica's "Whiplash". It's about how when you're at a Priest concert you just bang your head with people who understand you.
but it could also be about a literal world of metal. one where everyone is metal and everything is metal.
