This song is about the "ruin" of mankind. Instead of progressing, evolving, and becoming greater, mankind is mastering only traits such as "Fear. Pain. Hatred. Powerrr," which is in a sense an "art of ruin." Due to war, famine, and all the problems and corruption that exist in our world, we are living in a time of Ruin. All compassion and comfort is gone in the line, "Silence speeds the path to the streams of solace that run so few and narrow./Brooks that babble the sounds of torture." Solace is another word for comfort, so it's saying there is little comfort in our world. Typical things that we find comforting, such as brooks in nature are shown to "babble the sounds of torture," showing that we cannot find peace anywhere.
