There is no interpretation required, this was written by two male songwriters and executed by a 16 year old singer in the 60's. Thus, this is a simple song about a girl who sees the boy she loves walk out with another girl. Now knowing the singer is a lesbian makes it obvious to jump to conclusions regarding.

The singer actually likes Judy not Johnny- her tears are actually frustration at not being able to consummate her relationship with Judy- certainly Lesbianism was more frowned upon in that day than now- notice the J in both names. Judy is actually trying to make the singer jealous by leaving with Johnny and has no intention of being with him- the singer had originally planned to use the party as a coming out event for her and Judy, but Judy got scared and left with Johnny, and thereby deflecting attention from the real issue- Gore's songs are often infused with multiple layers of meaning, and she was a kind of precursor to performers such as Bob Dylan and Leonard Cohen.
