This song, just taking a wild guess, is about conformity, fashion and generally the twisted world of Hollywood. But, please, do submit your candor.

I think its referring to new rock or indoe as its called thst is basically pop/rock mixed together in a bad way like boy bands who want to be rock stars you know like busted etc. according to the world that's rock so in the eyes of normal people rock is better then dead to quote manson its indie but he's saying it in a sarcastic way eg. Its raining and it gets better my umbrella has holes in it

Manson is portraying with simnplistic irony that you cannot kill something that is already no longer alive, as many people try to destroy rock or those who support conformity putting rock down.

Rock Is Dead is a sarcastic commentary on the current style of rock; how hollow and predictable it's become. "Fuck all your protests / And put 'em to bed!" points out how rock is no longer the kickass anthem genre it used to be; it's always complaining about drugs and girlfriends now.

It's sarcastic in the sense that rock has had everything done to it; I'll paraphrase him from an interview here and say "Rock has become a zombie." Listen to the music, you realize it's close to Aladdin Sane-era stuff, and some Iggy Pop; that comparison was drawn in the same interview.
