Okay, well, this song has a lot to do with Columbine, and, of course, the Holy Wood storyline. You see, Manson is an artist who was ridiculously blamed for the shootings at Columbine, which is where "Am I sorry Shakespeare was your scapegoat", and on Wikipedia it says this song is about the media leaching off the event.

Wordplay; America's obsession with guns leads to targets, and the obsession with television leads to a "target audience." Put them together, perhaps in the footage covering the Columbine massacre, you get a cutesy little gun pun.

Beyond that, I think it's about abuse of power, and influence. "I see all the young believers / Your target audience / I see all the old deceivers / Who all just sing this song" Children are just used as blank paper, to write the same stories and morals on, such as the attempts to turn them away from Manson.
