The lyrics clearly deal with corruption in the Justice System (e.g. bribery); "Halls of justice painted green Money talking..." power of the judges over citizens and how truly frightening it is; "Power wolves beset your door Hear them stalking Soon you'll please their appetite They devour Hammer of justice crushes you Overpower" about how the wealthy and judges take advantage of this power; "Exploiting their supremacy..." and about the overall exploitation ("rape") of the American Justice System, about how there is justice no more and how untruth has risen from the ashes of honest justice "Justice is lost Justice is raped Justice is gone Pulling your strings Justice is done." The song closes with music with a sort of "scary" tone and puts an emphasis on how what the song is dealing with is true, sadly (the wake-up-and-smell-the-coffee part of the song)- "Find it so grim, so true, so real".
