   "After sometime
   I've finally made up my mind
   She is the girl
   and I really want to make her mine."
   
   This line means that the singer has already plans to "Make her his". I meant, propose (maybe?) to her.
   
   "I'm searching everywhere
   to find her again
   To tell her I love her
   And I'm sorry 'bout the things I've done"
   
   
   He's been looking for her as he wants to tell her what he wanted to tell her and apologizing for the wrongs he had done.
   
   "I find her standing in front of the church
   The only place in town where I didn't search
   She looks so happy in her wedding dress.
   But she's crying while she's saying this"
   
   As he was searching for the girl, he finds out that she is getting married with another man while he is away. The singer thought that she's happy with another man. Though she really isn't.
   
   "Boy I've missed your kisses
   All the time but this is
   25 minutes too late
   Though you've traveled so far
   Boy I'm sorry You are
   25 minutes too late."
   
   This is what the girl actually feels inside. She indeed still loves the boy. She's not actually happy with the man that she's going to marry.
   
   "Against the wind
   I'm going home again
   Wishing me back
   To the time when we were more than friends"
   
   Heartbroken, he quits on his plan to "make her his". instead wishes that they were "more than friends".
   
   
   "But still I see her in front of the church
   The only place in town where I didn't search
   She looks so happy in her wedding dress
   But she's crying while she's saying this."
   
   The scene in the first pre-chorus flashes back in his mind again.
   
   "Boy I've missed your kisses
   all the time but this is 25 minutes too late
   though you've traveled so far
   boy I'm sorry you are 25 minutes too late."
   
   
   
   "Out in the streets
   places where hungry hearts have nothing to eat
   Inside my head
   still I can hear the words she said."
   
   
   This is what the singer felt after what happened. He now realizes what she really felt after marrying another man.
