correct me if i am wrong but... i believe this song is about a guy in an institution because he killed his sister (What did I say to put sister to sleep?), he regrets (I'm never going to sleep)and wants to be forgiven (Don't let me sleep tonight And get in your way tonight). So... that was my interpretation of the song.
