It's about his Dad named Jessie who often inspired Kurt's songs by eating beans and drinking wine, then puking melodiously to entertain him.
He referred to it as 'gargling love songs'. -

I don't think this song can be interpreted because according to a friend of mine he was buzzed on heroine when he was writing it or he was rambiling incoherantly while he was buzzed and they just recorded him. I'm pretty sure that's the truth I'm just looking for validation of his claim.
