This is about Stephen Biko a.ka. Stephen Bantu. He was an African activist and founder of the South African Students Organization. He was beaten to death by police offices in "police room 619..." in 1977. In the beginning of the song you can hear African funeral chants and bag pipes, which are usually played at cop funerals. Oh the irony.
