As the announcer on a bootleg Pink Floyd concert album (Live on Westwood one, I think) put it "Is described by Roger Waters as a poignant appraisal of the contemporary social situation. Make what you will of that."

The song was giong to be part of a film soundtrack and the film ended up being a flop and discarted. It was a slasher film and I think it was about a real event.
