This song is about how images used with the media can twist people's minds around. "Flaunt your will at every wheel","Circumvent your thick ego" are both excellent examples of this.

I think it's about a man who went insane after fighting in a war. (I think the Civil War)

"I got pictures on my mind" Could be the images he saw in war that don't escape his mind.

Some of the weird lyrics, like "Parachute your chocolate soul" Could either be his mind as he's insane, Or the african americans forced to fight in the war.

The drum cuts between lyrics resemble the Snare beats that the drummers would play during millitary marches, Such as the civil war.

Valshad, you're probably right. To add to your theory, the ba ba ba baaa's probably represent some sort of mockery or twisted memory of horns blowing at the start of battles or marches.
