I think this song is about coming of age. A young man is looking back at his somewhat sheltered life in a small town and feels a strong desire to leave. He realizes now that he doesn't want to spend all of his life there and needs to break out and experience something new. He wants to be the one to "have a dream" and "pull the seams". Looking at the Sam's Town album as a whole, this is a common theme running through many of the songs. Growing up, moving on and trying to chase after your dreams.

This song is about a man who lives in a little patriotic town.He realises that everybody in it are boring and uninspired.He wants to leave and become something,he has the feeling something is going to inspire him. Although his "setimental heart" won't it wants to stay. He imagens the bright lights "have you ever seen the lights". Then decides to go "I see London, I see Sam's Town" done.
