This is one of the most comically misinterpreted songs of all time. A lot of people have always thought the lyrics were dirty, largely because so few people could ever figure out what the Kingsmen were singing.
Richard Berry wrote a harmless little song about a Jamaican sailor, who's far away from the girl he loves. Right now, he's at a tavern, talking to a bartender named Louie about how much he misses his girl. He's saying, "Bye, Louie, I have to hurry across to ocean, back home to my love."
Berry wrote the lyrics in a sort of pidgin English, and the Kingsmen were a sloppy amateurish band using cheap recording equipment. So, it's small wonder that few people could figure out what they were saying.
