I believe this song is about the degeneration of youth: "one got wasted and the other's a waste," this relating to drugs and gang violence, kids killing each other and such.

This song is about gangsters.

"If you're under 18 you won't be doing any time"- you don't go to 'jail' if you're under 18 in most states. In some it's 16.

"Come out and play"- Come out and have a gun fight.

I think this song isn't all that hard to figure out, guys...
