The song was written after Sting split with his first wife Francis Tomelty and it covers the possessive feelings of love that he still had for her: "Oh can't you see you belong to me" Anyone who has been in love, split and then regretted it can probably identify strongly with the lyric.
I think Fran was probably "the love of" Stings life. Yes it could also be seen as describing the thought process that underly stalking.

Yes, I agree with both of the people directly above me, it was about Sting's recent split at the time AND how he stalked her. "Every breath you take, every move you make, every bond you break, every step you take, I'll Be Wtching You."
