Looking at this song initially one would think it is about, simply, a big red car. There is a deeper epistemological meaning that jeff (artist and purple wiggle) is trying to convey.

The car is red, sybolising a very strong feeling and the manly symbol of the car is an obvious reference to the artists father. The phrase "toot toot, chugga chugga, big red car..." is an obvious reference to his father's tendency to drink, and abuse Jeff. The colour red here could also simply be a direct description of his father.
