Its a anti suicide song. The song tells you to not throw away your life; because suicide is not the answer.

I think this song is Bill saying that you should kill yourself (commit suicide), Because it is not the answer. And that you shouldn't throw your life away because it will eventually get better. But you should keep on living and trying and things will get better.

It's more of don't jump, cause wither you notice or not there was and always will be someone there for you.

I think this song is a lot more than many people's interpretations of him saying that suicide is bad. It talks about the neglection that the narrator of the song has to go through (I say your name in silence, you don't want to hear it right now). Because of the neglection, the person the narrator is telling not to jump has been mislead to think something that may or may not be true but they do not believe the narrator's cries, telling them to listen (The lights will not guide you through, they're decieving you, don't jump.)The person the narrator is talking about has lost theirselves in the pain of what had happened to them they soon cannot feel anything (You open your eyes, but you can't remember what for, the snow falls quietly, you just can't feel it no more). The narrator fights to keep this person with them (Just take my hand, give it a chance, don't jump). In all attempts to make the person stay, aftee they refuse to listen to all of the reasoning, the narrator offers to take their pain away (and if all that can't hold you back, I'll jump for you).
Just my interpretation, I may be wrong though.

I think that this song is much deeper when you look at it through the video. All those people, the police, the bystanders everyone, just kind of sat there staring at the bill on top of the building. Nobody cared and no one came to help him. Except for trench-coat Bill. Do you think that the message for the music video could be that the only person you can count on to save you when it comes down to it is, actually, yourself? And maybe when he jumped, it was saying that at some point you realize that you're the only person who will come to your aid, and at that point you start to think that even when you come to save you, you've stopped caring also. Like maybe you don't trust Any one, including yourself, which means the only way to go is...well, down. And that's what the person Bill is talking to is going through. BUT in the song, Bill is pleading with the person, trying to get them to believe that no matter how difficult their life is, he knows about it, about every problem. And not only does he know about their problems, but he is there for them. He is trying to tell them that they are wrong, and that he cares for them. The final line "I'll jump for you" is saying that he can't be without this person, and he is willing to give up himself to give them a chance, and just to make them see that he loves them.
