I've seen on the internet, Jimmy Pop went through The Simpsons fan sites, searching through the pages and pages of Ralphy's lines in the shows and stringed them together for this song.
Nothing really to get, it's just quotes from Ralphy that he really liked that fit together :] -
I think this song were just made, because The Bloodhound Gang crew saw a Simpsons episode, and thought "Hey, what if we made a song by quotes of Ralph Wiggum?", and so they did.
That's my interpretation of it
