   I think this song is about a relationship that is not over at all. She iknow that she has to move on, cause he only causes her pan but as hard as she tries, she keeps coming back for him. I think in the song she tries to ask herself why she can't let him go. She wants to stop loving him but every time she is almost there she thinks again about him and that's why it's called HERE WE GO AGAIN.

   It's about a girl who is in love with a guy but she doesn't want to love him. She did become his girlfriend but she just wants to break up with him-'First Part of song before chorus'
   It's, I'm guessing, an off again on again relationship- "Can't be with or without you" "Here we go again, and again, again"
   She just will never get over him as hard she tries. He has something that she wants- "Hard as I try, I know I can't quit. Something about you is so addictive."
   
   This is only some of what the whole song means but I will just simplify the whole song- Its about what she wants and doesn't. She has him but she just keep on losing him and gaining him over and over again (Hence, the title "Here We Go Again"). She is at war with her heart and can't choose if she actually loves him or not.
