   Hendrix was also known for his believe in reincarnation. His grand mother belonged to the indiginous people of the U.S. He was convinced he had an old spirit. After "the days of ice" people came to the U.S. This song is about reincarnation.

   Yep pretty much agree with the interpretation above. It's as if he's reincarnated from the last ice age, from a golden age of humanity, to see us living in a miserable and restricted way, he's come back to find a world that is burned or maybe just a change of climate (environmental destruction/climate change). Lyrics actually ahead of it's time if you think about the current, erm, climate.

   In this song Hendrix is either an alien/god or a reincarnation returning to earth "Up from the skies" to see how earth and the people there have changed since the beginning. ("I have lived here before the days of ice")
   
   I HEARD SOME OF YOU GOT YOUR FAMILIES LIVING IN CAGES TALL AND COLD. AND SOME JUST STAY THERE AND DUST AWAY PAST THE AGE OF OLD.
   
   From his perspective he sees us living, secluded from each other in our big houses. Some of us just stay in that same spot until death.

   Is this really how we are living now? He wants to see inside our heads, what we are thinking. He sees a vacuum sucking away the ideas we originally lived by as ancients/indigenous. The world is sacred, always be true to yourself and express yourself freely.

   His being- alien, reincarnate, whatever it may be, lived here once before the Ice Age. The stars misplaced represent an extremely long period of time has passed. He comes back to find his sacred world is burned. Perhaps it is from the bombs that we drop on ourselves? Or maybe its the natural disasters that he smells. Either way he wants to hear and see everything that has changed since he left, hence the term "new mother earth." Its all a big show for him.
