I think its saying that "she" looks up to "me" meaning, she looks to him for support and help. That she needs him. "she need somebody to hold" saying that he's gonna be the one for her to hold.
Submitted by: anonymous This song is about a girl with a lot of problems ("Shootin' dope in the back of a Cadillac Jack") who meets this person and looks to him to help her. I think he is trying to help her get clean (where the roughest night comes in) but she looks to him to fix all of her problems without her doing a thing.

Submitted by: anonymous I'm not a native speaker of English and I just can't figure out what the lullaby thing is with the 5%. Could anyone help to clarify the first two lines. (The rest of the song is quite clear and it's one of my favs, so I just would like to understand it completely.)
