    This song is about the threat of suicide, plain and simple.
    The title is viewed at least by me, as meaning that this suicide could be seen as a bargaining chip by a political entity, in this case a country threatening nuclear strike as an extension of they're own, probably selfish policies.
    The samples used in this song are allegories elevating the character's personal policies to national defence policies.
    The song starts with the Pres being blowed up, after this the US goes to defcon 4 and threatens nuclear devestation to whoever they find responsible for the downed plane and interchangeable figurehead. It then goes on to describe the nation's opinion of the other and it's reason for unleashing nuclear apocolypse upon them. Then the song states that the cause of all this could have been avoided if the President had been a better politician and not simply a fist waving warmonger who has been killed for his efforts. The nation stands beind The Late President and will stop at nothing to beat back the Terrorists in posession of extremely accurate yet out-moded Stinger Missiles.
    Nuclear Horror and Suicide all wrapped up in 4:33. If there is anything to be said about Megadeth at all it's that they don't mess around with packs of wolves or angry gods from some distantly forgotten and now obscured mythology, it's Nuclear Holocaust. Although this type of lyrical content is slightly more common these days it's worth noting here that Mustaine started this realistic movement in metal and has therefore installed a barrier separating himself from the "Fairy Tale"/"Tiny Stonehenge" lyricists in the genre. Megadeth does and has always described what could be real situations that humanity could face assuming the absolute worst.
    But like I said, this song is about suicide and the thought processes that proceed leading up to it, and follow after it for the witnesses.
