'a scratching voice all alone, its nothing like your baritone' is likely the person feeling trapped and alone and unable to articulate their feelings or their potential properly, likely the speech problems that many with down syndrome suffer from is contrasted here with the voice of a distinguished baritone. This is further exemplified by their failed attempts at getting their point across through 'a whisper through a megaphone'. perhaps the boy is capable of more ... nothing as it seems... yet the common perception of him remains and he continues to struggle with 'occupations overthrown'.
