    I think she means that she needs attention and the white wave is background noise that is a drowning deafening silence to her. She is a woman whose been ignored too long. About to be pushed over the edge.

    "Heaven holds a sense of wonder
    and I wanted to believe
    that I'd get caught up
    when the rage in me subsides" suggests that she's fed up with life and the rage is too much to take, but she's calming herself before the point of being tipped off of the edge.
