Personal interpretation, it's a pretty confusing song in my opinion:
Edmund Kemper solved it all he fooled the shrinks, fooled the shrinks!
-According to the info about E.K. he apparently faked being sane so he fooled the shrinks
It then appears that the proclamation, he fooled the shrinks, fooled shrinks!
-Again it was obviously later discovered that he wasn't sane. So the proclamtion says he fooled the shrinks.

-I think the fortress of forever is planet Earth... Men have always talked about doing what's best for the enviroment, etc. but are still polluting and polluting none stop. I think the first verse about Edmund Kemper is just saying the malice a human being could have(or craziness for that matter) maybe about not keeping a promise.

-I think it means men should not interfere with outer space(could be a reference to us "getting" to the moon) because they would be careless and do the same thing the're doing on Earth. The're tampering with a peaceful place and it's better to leave it that way.
That's not true! The human race!
-Its sarcasm. Like "That's not true, we're not polluting!" sarcastically...
