This song at face value is about still being in love with someone, but because of the concept of Heartbreak Weather, I think there is a deeper meaning. The song is a reflection of the relationship Niall and this person had. It starts with reasons the breakup happened in the first place and eventually explains the regret he feels from breaking up with this person. He misses this high of feelings he had with this person and believes he could have gone further with them. The song is essentially a confession to this person that, he regrets leaving them and still loves them.
Thank you for reading hope you enjoyed! I believe that this is more of a confession than a realization just because of the way it is written, but I could totally see the other way as well. Don't let the subject of the song stop you from listening! I cry almost every time, but it is one of the best songs I've ever listened to!
