First, an interesting piece of trivia: this song, and the later Blue Oyster Cult Song "Heavy Metal: The Red and the Black" have different music, but the exact same lyrics!
In both cases, BOC is telling the story of an old-fashioned 19th century Canadian Mountie chasing a bad guy across the snowy wilderness in a dogsled.
Of course, since BOC are famous for their perverted humor, they included a certain amount of sexual innuendo in the lyrics. Normally, in old movies, Mounties would crack the whip to make a team of huskies pull the sled. This Mountie has an S & M fetish, and would be just as happy to crack the whip over a cute, receptive girl.
