'Chance' is about a Japanese diplomat in Lithuania during World War II. He defied government orders by signing exit visas for thousands of Jewish refugees. These refugees would have been sent to concentration camps. The song examines the diplomat's thoughts as people were lining up in front of the embassy. He was given the chance to do the right thing and followed through with it.
