Perhaps Hitler's dream of the Arian Race. They were called "Supermen" and we're said to be dependants of the people of Atlantis. "Walk in file" like soldiers. "Sad-eyed mermen" like people from Atlantis.

I think that the song is about an ancient type of man that cannot die, therefore goes mad. It's very Lovecraftian, just look at any of Lovecraft's works.
