I think it is about the fallen angels (those who rebelled against God) being reborn after dark. they mention the fall of man which would signify the clash in heaven between the archangel michael and Lucifer, the original fallen archangel who became the antithesis of God and his creations, mainly man:

I interpret this song as a song about a man and a woman who discover a new side to themselves at night. 'when darkness falls, we are reborn'. Darkness could also represent death and the idea that if a couple is separated by death, if the living half dies they are re-united in heaven. Perhaps that is why the chrous is more harmonious than the verses symbolizing the love or harmony that the couple experience when they are re-united.
