    It is supposed to mess with your head. That is the point of the song. Getting High, Paranoid, and playing the song super fast. Not my cup of tea, but some people enjoy such silliness like playing Pink Floyd's Dark Side of the Moon to the Wizard of Oz and getting trashed. Its a pop culture, counter culture, punk thing.

    Well the the song, I think is about a Drug Dealer who dies and know who his murderer is. He gets all the people he's ever sold drugs to and has them try to figure out who the murderer is with the clues. "same old game that he's playin'
    his rules are never fair" refering to the clues. "nobody want to look back evrybody wanna get high tonight
    before they run outta time where's the felon the chargible
    felon the name of the crook who committed the crime"-this would be his clue refering to the personallity of the Junkies and explaining the rules. "dial 999 if you really want the truth dial 999 if you can't see it through" Would be part of the code in his message. "he ain't jack the ripper he's your ordinary crook" meaning the Junkies are confused because he's not some crazy dealer he was just a normal crock not some crazy insane man like he is acting like in clue. "calling maxwell murder for you" back to the dail 999 thing. more of his hints. The person they are singing about is the murderer btw. "maxwell got a hand in his plan he knows who you are in this plan" again giving the listener a hint that whoever he's singing about is the murder. "chop the rock before you bought it" answereing the question of why the Junkie killed him. "sick maxwell knows you got it" meaning the answer
