As a former telephone operator I have a certian bias that informs my take. Back in the day to call long distance to some place like Alaska, you often needed to use an operator, especially if you were calling internaionally. If you were a long lines operator in Alaska, even though you answered the phone with your name and asked what country the caller was calling from, many people would say "Hello Alaska" and then add some inane line like "I bet its cold up there". I could see Lou having made a call like this and later just riffing on it. I'm probaly completely off, but it strikes me as song about the lonliness inherit in what would later become known as 'cyberspace'.
