Well, if you read the lyrics, it tells you exactly what it means.
Things like "he jacked a little bitty baby" (referring to her father), and at the end of the song, you can hear the backup singing about "daddy's cradle rocking."
and the gun, "she had to take him down easy and put a bullet in his brain" so yeah, she shot him. B****** deserved it, if you want my opinion ^^.
