    I think Tangerine is about a family who over time become unhappy and the wife leaves the husband with their son. A few years later, the son finds a girl when he gets out of the car and they get together, a few years time skip later, and she's pregnant, and history repeats itself, the girl leaves him and the same thing happens with their son and so on.

    I believe this song is about a time when Dave was straying from one of his close friends, or someone else important to him. Dave has said the dreamland album is more of a personal biography he wrote over quarantine. This specific song, I think is about someone in his life changing in a way he isn't fond of. One of the lines says "I can't keep on making you happy 'cause you got issues with your daddy" so I think whoever dave is talking about in this song is going through a hard time in their life and no matter what he does he can't stop them from changing.

    To summarize it up, someone close to dave is going through a major changing point in life and is drifting away from him.
