I reckon it is dedicated to veterans who leave their homes to join the military. The reason I say this is the uniform reference and the images in the video of military uniforms.

I think this song is about leaving home and joining the rat race. I think it's from their time in the states and seeing the long tail backs and the monotonous of every day life going to work in uniform. Uniform could symbolise the clothing and the fact that we are all doing the same thing. I think the going down is to do with everyone doing the same and not going anywhere really.
