This song is about a woman using her vibrator (time to get me running) from the perspective of the sex toy. We all already know that Steely Dan is a dildo reference so it makes sense that they would write a song from a toy's perspective.
Furthermore, lines such as (sent the maid home early)(put the lock upon the door) corroborate this.
