Oh, my God! I can't believe what these people are saying. I just thought it was a goofy, funny song sung by a goofy, funny man.
When I saw him do it on Rowan & Martin's laugh in, I became a fan. It's Hilarious. Raping children? Nah. I can't buy that. I've been around the block so many times I'm beginning to follow in my own footsteps. I don't buy all this deep crapola! Just enjoy the damned song! dammit!

A man is trying to court (date) a woman. He is asking her to take an walk with him and he wants to kiss her. This song is a polite way of asking her if she is interested in him.

Tulips = Two Lips = Labia
It meant that, even in 1929. I guess the censors were as dense as everyone here!

Clearly the two lips were not necessarily the cones used for kissing.

It's a creepy song in a horror context but It is a romantic song but the high pitched voice makes it creepy. it’s about two lovers. But his lover who was probably secret as many young lovers was unable in the 20s and he's saying come sneak out and walk with me in the fields. Maybe he was thinking and have some fun .

The Willow Tree represents LIFE.

It's a sing about doing whatever you want without creating to much attention to yourself

Really ? People . Come on sign of the times or what !. It's a love song he isn't going to kids rooms . But his lovers who was probably secret as many young lovers was unable the 20s and he's saying come sneak out and walk with me in the fields. Maybe he was thinking and have some fun . But not too murder kids or anything just cos a version of it was on insidious! , a version was on walking dead too. It's just a creepy song in horror context. Chill out with the child stuff. Not everything is to be twisted to mean such a thing.

It's quite simple. The original song was written for a 1929 movie "Gold Diggers of Broadway". The movie is exactly as it sounds; it's about a bunch of women who have a struggle between finding a man they love, or a man who's rich. The song appears after a night club scene and is supposed to 'cheer everyone up', I guess (never seen the film, just going off of the wiki page).
But the themes of the song and events in the movie are juxtaposing. The song is very romantic; the ideas of love, nature, free spirit and spirituality in general are present in the song, alongside its soft, sweet tone. However, this song appears after a lustful, nightclub scene (not very natural) with women dancing on tables, trying to marry (not very free spirited) a man who's at least financially stable and, at most rich (not that idea of love). I guess the song is there as the rich men are tricked into believing they're genuinely loved.
Tiny Tim's version obviously has those same ideas of love, spirituality, freedom and nature that are similar to the romantic movement. This is evident in some of his other songs ("Fill Your Heart" and "Earth Angel"). So I guess that's all that the song really means. It's kind of a long answer for a simple response but that's probably just what it means. Tiny Tim didn't change much in the way that Dead Kennedys did with "I Fought the Law" so it probably has the same themes, without the movie's context.
I don't think it's about child rape though.

I think it was the meaning of him raping little girls as the lyrics wont say it but if you hear it closely it will say it cause hes saying that he will tiptoe to the window and take you with him, also that he will bury you in his garden, it basically said it in the lyrics. and i also think that he's talking about getting a girlfriend in his creepy way!
