   I think it was the meaning of him raping little girls as the lyrics wont say it but if you hear it closely it will say it cause hes saying that he will tiptoe to the window and take you with him, also that he will bury you in his garden, it basically said it in the lyrics. and i also think that he's talking about getting a girlfriend in his creepy way!

    What I think this means is that he talks about him raping little girls in a secret way. His daughters name is tulip so the name for females girls is tulip because little girls remind him of his daughter so tulips aka little girls. So tiptoe through the tulips means he walks silently to the little girls bed. Through the tulips is him being inside of her so he rapes her. Come tiptoe to the window is where I'll be is saying that he come through the window that he's always where e the window is after he murders her and bury the body "knee-deep" he says TULIPS more then one little girl so he's done it multiple of times
