I see the song as a kind of You got a friend but with stronger emotion (love) and the singer (lennon) is basicly saying... "ill do anything for you, any time at all. Any day and hour, rain, sleet or snow. Ill be there any time at all."

Any time at all is a John Lennon lovesong, just simple early Beatles. The song meaning is pretty much just about a guy saying he'll do anything for his girl.
