Usually when the weather is bad, people either jokingly blame the weatherman, or blame him/her for not predicting what was coming accurately. I think when the writer says:
"The rain goes on...on an again" it's a metaphor for whatever problems those two people are having. The problems keeping happening or keep coming and all they can do is blame some erroneous person, or blame the messenger.
"Won't blame it on myself, I'll blame it on the weatherman."
So I won't take responsibility, I'll just blame my troubles on the messenger.
